Do other players see tic-tac-toe? For couple of days it's "coming soon", then it shows and again it's "coming soon" for a couple of days?

Yes, I do see 4in row event. What I have noticed lately is that when you finish your 2 tasks for the day, the 4inRow event goes into hibernation (coming soon message) until the next 24 hours or one of your teammates finishes the remaining task.
