How do I use sprinkle shell turtle to spread jam on the game board.

Sprinkleshell turtle does not spread the jam per se. When you feed him with cyan candy, the energy bar under him gets charged. When he's full, he will wake and you can use him to clear any color candy you choose.
In spreading the jam, the only thing I can think of is to clear the candies near the jelly cake with the jam underneath. When you clear the blocker, it will spread the jam.
