Boot inactive Mr Toffee's Fair players

This will now end up taking 3-4 days as well... Why do people take the squares if they are not going to play? Do they not understand they can't get rewards if they keep people from completing the row?

Either boot people who click tiles and refuse to complete them, or give the people who want to play, 4 tiles instead of 2. This should not be difficult.
