I replayed level 2011, and had no problems:
As you can see from my 2nd screenshot the bear approaches the straw. I did not combine both striped candies in my next move, but made a move in the lower part (where the arrow is) Then Soda fish were released which made the bear approach the straw and pass by.
Have you checked whether you have the latest game version?

As you can see the second board from the above photo, there are only 2 space available for the bubble bear, therefore
if 2 stripped candies have already entered into the second board
when the green soda is filled. The bubble bear absolutely cannot enter into the second board because of no space. You should clear the stripped candy in front of the bubble bear before the green soda is filled.Two spaces cannot occupy three objects, it is not related to the version you are playing, it's a design problem because players don't know they have to clear the Stripped Candies before the green soda is filled.
I am sorry the mod had only said it's ok. But she did not say the critical part you should be careful.😢

I played the level @michimune , and I did not combine the both striped candy! As I said, I made a move in the lower part (where the arrow is) Then Soda fish were released, they swam to the striped candy and caused the candy to explode. This created space for the bear to pass through the straw. So the green fish made the striped candy explode.

I don't know how many times you have tested this level, but I can tell you this level has error of design absolutely. You should pass this problem to the studio.
You did not say the critical part of this level are:
only 2 space available in the second board and the geen soda level.
Therefore if the players do not want to be a dead end, they should be careful of this two points.You can see there are only 2 space in the second board (red colour 1 and 2), moreover there has a gate which can produce candy or bottle ( black arrow). Only 2 space means if two stripped candies in front of the bubble bear have already entered into this board, it will no space for the bear. There has a candy or bottle gate means it will produce candy or bottle to occupy those two spaces if the green soda is filled and then it will no space for the bear too.
The black number 1 to 7 indicates the green soda level. When you have popped one bottle, the green soda will move one level to right. If the green soda reaches 7, the two spaces at the second board will be filled with green soda also. Therefore
you must clear all obstacles in front of the bubble bear or only left one obstacle before the green soda reaches 7
, otherwise you will be dead end.This will be a dead end, because you cannot clear the path for the bear before the green soda reaches 7. The gate in the second board has already produced two candies to occupy the two space because of green soda is filled.
This is a dead end, because you cannot pass this level even though you have unlimited moves or boosters.
The green soda level reaches 5, but I have cleared the path for the bubble bear, If I combine two stripped candies, I can pass this board absolutely.
The green soda level reaches 6, @Yosca the best and safe method should combine the two stripped candies, otherwise if there has a bottle exits in the board, you may become a dead end. Because the fish hit bottle first.
Did you know what is the intention of the triple stripped candies? They can let you create more fish easier.
The fish will hit the bottle first, and then the candy that can produce bottles, and then the candy in front of the bubble bear. Therefore if you don't want to be dead end, my advice is:
create many fish at the same time, eg. Stripped candy, wrapped candy, four candy fish. Or use hammers to break the lock first.

You are elite player, so you can create many green soda fish at the same time in each move. But if the players cannot create many fish at the same time, they will get the dead end easily. Because the priority of fish is:
- The fish hit the bottle first,
2. The candy in front of the bottle gate,
3. The candy in front of the bubble bear.
Therefore many fish will hit the lower part of the first board, not the lock in front of the bubble bear.
If you cannot clear the lock before the green soda reaches 7, it will be dead end.
I have tested this level by different versions ( 1.276 to the latest )many times. Observe the target of the fish when I create three fish at the same time, four fish at the same time, five fish at the same time by taking a video. Find out the reason for dead end. I think you have drawn the conclusion too early before detailed testing. This happened at this level either.
