Mr. Toffee Fair Timed boosters

I am not receiving the unlimited lives or boosters for an hour as prizes from Mr. Toffee's fair, even when I am the one who completes the board. I have seen another question on this, but there was no response, or fix posted and it was from May. I thought I would ask this question separately that thread appeared to be preemptively closed. Why has this known issue not been fixed?
