Sometimes you don’t get them if your still collecting the bars when the event times out. Happens to me all the time.

Just beat it first try without even trying. Frankly not letting you waste boosters is doing you a favor. I believe it’s an introduction to a new mechanic with blockers and nothing more.

The video I saw for 518 had no chocolate, even checked my own clear and it is 30 moves. You need a color bomb + color candy to kill all ice blocks. Double fish help clean up. It’s just kinda how the game runs when you level. Always do bubblegum hill with your powerups when you can. Unless you are going on a run.
