Does anyone know if the amount of moves keeps changing after level 280

Sometimes you get 20+ moves then you get 13 - 15 moves -- which is impossible, if this does continue I do not want to waste my time playing anymore -- i just have to keep quitting and wait for the times you get maximum moves -- so as not to waste my time (and patience) I would appreciate a reply from higher level players -- two or three days can go between low and high amounts of moves -- absolutley pointless and wasting everyones time
