Petopia only giving me hats?

Hi there, I'm Elizabeth. I love the new Petopia, and can't stop playing it. I just want to find out though, after I win levels, it's now only giving me the option to give my pets new hats or dig up treasure and no longer gives me buildings to build. Is this a glitch? Or is it supposed to be like this after a certain level. I'm at level 75 on Petopia, it also doesn't go any levels higher.
