why is only 1 pet dropping on level 7618 after using all move included bonus moves from watching videos?

Ihave tried about five times and have only been able to get a maximum of 2 pets to be released. Is there a problem with level 7618?

Level 78 16 is not dropping pets this is an issue please fix
