In spring petopia there are hamburgers, drinks, yoga mat, theater masks and boats(look like soup bowls)

After playing more, I believe the 3 dots indicate a 'conversation' is happening. It's also hard to click and drag so I gave up on that.

I've come to the conclusion that the ❤️ is a feeling. The pet is usually behind something which makes it hard to click and drag, gave up trying.

It depends on the color of the ❤️
If they are little red ones the Pet is just happy and does not need anything.
If they are blue it is a point for you to collect.
@Oliver83w you can remove/move/edit the buildings if you've made your town too crowded.
I get rid of some of the extra large buildings (I had so many bars! lol) and make more space to see and grab the Pets.
