The harder bubblegum troll levels require you to play a party popper or pay for extra moves. Often even a single party popper is not enough and a lollipop is also required. This is the design of how these levels, so the best thing you can do if you are completely stuck is stop playing until the event is finished.

I think mine shows up just once per week though I don't keep close track @suiyi . As MannyFae answered below: We all get different offers. New player accounts see the super charger more often, I have seen it return after two days in a new player account. But most of my games see it offered about once per week.
