For the gold you have to pass 1620 levels. You would get one pinata per set, so that is one party popper for passing 180 levels. Edit: In fact the number of party poppers you get goes up. For example for set no.6 I get three.

Yes, it has been calculated by players in this community that to win the 300 gold bar grand prize players have to pass 1620 levels! So you are right: This event is a hoax!

That might explain it @tjaludi Players near the end of the map generally get less help from the game. Good events and helpful features show up a lot less often for players this far on in the game, compared to players at lower levels.

No. The connection to King's server is not the same as being connected to the internet. The connection is established via the app store in Apple devices. I am not so sure how this works for other devices but it will be similar. In your screenshots you had lost that connection.
