Why don't I have star cats

Why don't I have star cats? I am way past level 51, I am at 205 and I have filled the bar way more than 5 times, more like 10-12 times and still no cats. The information I found says "To be able to enjoy their company you have to be above level 51 and having made improvements in Stella’s home. Every time you improve an area of the house, you will fill the bar displayed bellow. You need to complete it from 2 to 5 times in order to get the cats. " So since I am way past the level and the amount to fill the bars, when will I get star cats?

Thank you for posting this here on King Care.
Not always all challenges and offers will be available for all our players in all our games.
This can occur since most challenges, offers and new elements or extras are made available to only a small part of the players, randomly chosen, for testing purposes and to better analyze the impact.
The opposite can also happen and some challenges, offers or features might get deactivated after some time.
I understand this might not be appreciated by all our players, but I guarantee this is the best way for us to improve our games, challenges, offers and gaming elements in the future.
