Thanks for the tag @PrettyBubbles. There appear to be several possibilities here. I think I would go for hitting the Dubblie and left-hand blue bubble in the same row as the ghost. This then clears the path to hit the yellow bubble and broom on the row above, opening a way for the ghost to move higher. There will still be a long way to go from there!

Go to the yellow.bounce off the wall And shoot for the broom.

I think you will aim and hit(using the yellow bubble) between the broom bubble and the yellow bubbles on the left hand side of the ghost in order to activate the power of the bubbled broom stick
