Hi there, You need to crush candies next to the hearts to move them toward the heart shape holders. The number of steps moved is dependent on how many crush / hit in a single move. A single crush will only advance one step. A chain reaction of multiple crushes / hits will move multiple steps (same # as the hits on the heart). A Striped / wrapped combo is one of the most effective way to move the heart. Good luck crushing!

With regards to the levels with hearts --  to add to what @flew66 wrote with excellent explanation, you will notice the "Hearts" shining when you keep making combos next to them.  The more they shine, they farther they go.  Along with the Striped & Wrapped candy combo; matching a Color Bomb and/or Coloring Bomb with the Fish or a special candy also makes these Hearts more powerful.
