Lost boosters pd 9.99

When I purchase the 9.99 deal for 2hr boosters and lives, I play for about 15 minutes and then my unlimited boosters are gone. This happens often  I sent screen shots to the email address provided on Google play. It even happens when I receive prizes for reaching certain levels  Can someone explain to me what's going on and how I can get a refund for the 9.99 I spent and didn't use.
