I am sorry to hear about the issue!  But, We do loose all our stocked up boosters from our games when we change the devices or have to reinstall the App!!  It is because, the boosters are saved in the device local memory but not to the game like Gold Bars. 

I hope you have not deleted the game App from your old phone!  If so, your boosters are still saved in that old phone.  I would suggest you to play your game and use up all those boosters!  Please check this article provided by the Community Team, about changing your game to a new device   https://community.king.com/en/candy-crush-friends-saga/discussion/177515/moving-game-progress-to-a-new-device#latest

Hope this clarifies why you do not have boosters on your old device!  Have fun with your new phone!
