It just means that if you want to post 3 entries per day, the levels posted have to be from 500 and below (no matter what level you’re on right now).

If the levels posted are 501-1000, then only 2 entries/day allowed.

etc...

so basically all of us can post 2 or 3 entries per day, but the levels have to fall within those range limits.
