I can't send or receive life's and I'm not getting a daily booster

Receiving lives relies on your friends list or the anonymous people on your list... I don't get lives from anyone myself just because I have no friends.

Sending you should be able to do when you click on your own lives, you can send them.

As for boosters, you have to earn enough to get them... You won't always have them. By beating levels or participating in events like Dach's delivery service, Misty's spotlight.... You'll earn them quicker as they are rewards for completing tasks.
