Checked level 1000 and every 500 levels onward until 6000. He doesn't show up, making it not easy to clear his daily quests (especially if you rolled the 300 caramel cups).

Hello @AkumaXX, Each level in CCFS only offers 3 characters with which to play, and those characters often are the ones that will be most helpful for the type of level. For example, Tiffi is usually an option on "Fill the empty hearts" levels, Yeti is usually an option on "Free the animals" levels, etc. However, the characters can change with repeated play of the same level. It is not surprising that Nutcracker is not an option on the levels you mentioned, but you should be able to find many levels with Nutcracker to help you complete quests.
