Wild West Splash

You mean you completed the Wild West Splash map/event? If you completed that , that gives you 450 stickers towards Olivia's costume, and after completing the map of 10 levels then you have a star chaser which you need to acquire 30 Stars to obtain the new costume (by completing regular Saga levels).
Please try to troubleshoot your game first and see if that fixes your problem, if not I'd greatly appreciate it if you could provide a screenshot. Thank you.🍭
Unfortunately not everybody receives these events, so if you don't see this event in your game right now most likely you're not in the group that has this event. But rest assured this event should come back around in the future and hopefully you can get that costume in your collection! I wish I had better news.
Have you tried updating your game and doing the regular troubleshooting?

If so ,I don't believe you need Olivia as a current Friend to play the event (if you don't have her), but I'm not sure because I've never played an event without the required Friends (I have all Friends). But I've noticed that some people that play theses events (and won) without the original character has had issues with the new character costume loading. So if you win the costume, I believe you need the original character first for it to load properly in your game.
