Why must a level be tweeted after some players already passed it? Isn't it unfair?

Why must some levels be tweeted to reduce moves after some players had passed that level? Isn't it unfair to those who play after the tweet to a more difficult level compared to those who passed it so easily? When new levels are released. Isn't it fair for all players to play as it is without changing midway or after some had passed it?

Hi Lorna, how are you doing today? I am going to add this question to the list of players who are upset about the number of moves being changed. I know that it has already been reported to the studio with a whole bunch of complaints so I am hoping to see it stop some time in the near future. Thanks for posting this question.
