It's not their device.  It's a glitch on that level and our community moderator just posted on that main link above that it's going to take a couple of hours to fix.

It’s fixed!! They’ve changed the number of hazelnuts to 2

I’ve played several times and have the same issue. The third hazelnut doesn’t appear even when all chocolate is cleared and moves have ended.
