Purchased gold bars but did not receive

I’m having trouble trying to figure out shut up but last week I tempted to buy 10 gold bars and got an error message saying it was unsuccessful and that I was not charged. Tried it again later for more times with the same message. Later got an email from Apple showing five charges from candy crush but none of the items received. How do I report this?
