Why is Candy Crush starting me on level one

I am sorry to hear about the issue in your game! Looks like you have missed my post above 🙂
Sometimes, when we click on "Accept Terms" OR "update", our game is starting us from Level # 1!! Because, the game is automatically logging us out and starting as a new player! I am not sure about the reason behind it though!
Can you please check at the log-in screen, whether it is showing your Profile Avatar OR some random picture?
If you cannot differentiate, click on the "Pink Profile button" and look at the picture. If it is not your profile picture, then you are definitely not logged into the game. Click on "My Profile" and you will get the option to log into the game.
Make sure to select "Log in with Facebook" -- if you have saved the game through Facebook; OR
If you have saved the game through King account, select "Log in with Email" that is located at the bottom of the screen.
Can you please check it out and let us know if it worked or not OR if you need further assistance!

I could find your game in our system and it is saved on your Facebook account.
You will need to get the game back connected to Facebook to get the levels back.
What happens when you connect the game to Facebook? Did you read the link Sukanta_Biswas posted?
