@snowyg Hi and welcome, In the case of mobile devices unfortunately your boosters are stored on the device itself. So if your phone or game crashes, you reinstall or change phones. Your boosters are lost and are unrecoverable. Unless you had any unused purchased boosters and then contact customer support from your game and they should help you with this

when we change the device, Uninstall the game or game crashed our all boosters will disappear from game because its saved on your own storage not online anywhere.
please try above mentioned help articles and next time please use backup and restore from third party

Understood that you've lost all your boosters after you've changed new phone. Booster are stored in the local device memory only. So if you change your device, you'll have zero booster and have to build it back as mentioned by Ms Mary Kay.
In game boosters can be earned by winning challenges such Weekly Race, Episode/Fast Race, through quest via F5 and chocolate box events, or free via daily booster wheel. Also, it can be purchased at discounted rate via piggy bank or shop.
If your old phone is still working, please continue playing there and utilise the boosters to help you level up. You may inter switch the device whilst playing in the event you're out of lives or simply wishes to continue playing. By doing so, make sure you log out from each device before signing in to the other, to ensure the progress are properly synced when you log back in.

⚠️ So please attention when you have trouble to lose all of your boosters! ⚠️
1. The boosters also cannot be transferred / saved to any devices on any King's Games when you switch out new or change or upgrade device or reinstall game!
2. The boosters are saved directly in your device's memory, which always allows you to use them while playing offline. This also means that they are not saved on our servers especially if you didn't have the game saved.
It’s best not to store too many Boosters on your device, as there is a chance they may be lost, or affect the game play.
We do not replace items and help you to return your boosters back that have not been purchased but if you have however lost purchased items, please report this to our Player Support team here, so they can help. 😊
By the way, these events/features are still helping you to earn boosters/gold bars on this game and you have still your saved boosters with old device if you haven't uninstall your old device yet. 😊
