Since you are also playing in other devices, may I suggest that you back up the app from your phone, provided it is iPhone with iTunes and sync the app with your iPad? This way, you have the backup of your game and may be boosters and you don't need to reinstall.
If it still didn't work, I suggest you stop playing via iPad and just via mobile whilst you get the issue sorted out with Apple since our CM, Mr Crazy Cat Lad has mentioned that it is mostly likely the device issue. This way you won't lose your booster each time you reinstall the game as boosters and lives are stored locally on the device system.
