As mentioned, there is an on-going issue in FB that triggers the problem in sending or receiving lives' requests and it's still being looked into.
If you are playing in multiple devices, you can switch to another device once you've used up the lives from the other device, as you get full lives when you first logged in. However, please make sure you log out from the game before signing in to ano device to ensure your progress is properly sync. This is my personal experience and would normally do so if I ran out of lives and not getting lives from friends.
