How to permanently block someone?

I had blocked a certain player before but he's back asking for help again and the other one who has asked me over 50 times is back asking again, I'm truly tired of the same ones asking for help over and over and over and I refuse to help and I wish they'd get it through their brains to quit asking me over and over, it's getting old and obnoxious what DOES A PERSON HAVE TO DO TO GET THROUGH TO THESE REPETITIVE PESTS WHO OBVIOUSLY DON'T UNDERSTAND THERE NEEDS TO BE A LIMIT ON ASKING FOR HELP FROM THE SAME PERSON.AND THAT THIS SITE DOESN'T TOLERATE THIS BEHAVIOR OF MAKING PESTS OF THEMSELVES I'VE TRULY HAD ENOUGH OF PEOPLE ASKING FOR EXTRA LIVES WHEN THEY NEED TO GET A LIFE AND GET OFF THE INTERNET AND GO BE PRODUCTIVE AND STOP ANNOYING PEOPLE.
