It's just a difficult level. A difficult one.
I know there is a similar post without comments in it, but...
Level 1161 is just a level requiring combinations to bring down the ingredients but, it used to have 25 moves, then down to merely 14 and then 15. The scarce amount of moves makes it very difficult to pass. Also I was still unable to make a colour bomb + wrapped candy combo, which with 15 moves, is not an easy task. I decide not to use boosters for now.

Sounds like you already know what you are doing, but you are finding a Hard Level more than hard. On top of that, and reading between the lines, the reduced moves makes the game less enjoyable for you is what I am reading.
If I remember correctly 1161 had me stopped for a few days as well. In the end I resorted to using all three pre-game boosters to get through it.

It is extremely difficult.
Are you still not using boosters? I know in theory that every level can be completed without boosters, but it is much easier on your mental health if you do use them.
I still do not use boosters because of a reason: I need more of them. The last time I used them was 226 levels ago. For now I save my boosters.
Saving the rare boosters is understandable, but players end up with Color Bombs, Striped/Wrappeds, and Coconut Wheels up the wazoo. Those crappy boosters are perfect for levels like 1161. 👌 If you're able to use a color bomb on a wrapped candy at the start of a board, it might ideally make clearing the level much easier for you. The coconut wheel never cooperates the way you'd like, but it might do the lucky coconut wheel split giving you 2 coconut wheels at once (a phenomenon I've observed with my extremely lucky boards).
Theoretically, you can hoard unlimited striped/wrappeds via the Treat Calendar's Day 1. What I do is set my Edge browser to clear history automatically, so everytime I log in the game at King.com, I get a free striped/wrapped. It's time-consuming and not a booster worth my while, but for those folks who feel something's better than nothing ---> voila, Knock yourself out.
Unmistakably I will not do the treat calendar thing. But there are boosters that are hard to get.
By all means, hang on to the hard-to-get boosters. I'm just letting you know the basic boosters are easily replenishable.
Not counting the live forever, 3 of the boosters are not in the daily booster wheel: the UFO, party popper and striped brush.
I decided to take an image of my inventory. Perhaps this sounds "low". If I don't get more of them I will be stuck for more longer on 1161.
