Level 1871 - didn't even get to make a move

Of all the things I ask with these levels, can the algorithm AT LEAST allow 1 user move to happen in a level?

Got the preset wrapped candy on 1871 at start (as level is set up to do) and the resulting candies shuffled twice without any possible moves and ended the level. Sigh.

@kyleeller17 same thing happened to me as well. Truly awful level this one as even when it didn't Oops at the very start it shuffles after every move you make, and invariably there is only one move to make.
