why is the moves in the games is decreasing from a player to another one ?

i found that the number of moves in my turn is different than other players as it shown in the photos..

why in my turn i have only 20 moves which makes the level so hard abd other player got 30 moves which makes the turn easy for him ??

we should have the same number of moves ..
