Why do I constantly get shorted on my rewards.

Today is the 3rd time I have been shorted on Carnival Climb. I won 30 minutes of color bomb and 30 minutes of wrapped and stripped candies. I only got the color bombs. This has been happening consistently for months. It happened when they had the beanstalk or vine and continues on the Ferris Wheel. This is my second complaint. Can this please be fixed?
