TPTB still have not fixed the issue with badges
1. Try clearing your cache (not app data!), check in-game settings and enable (or disable if necessary) "Milestone badge" under Features, then repeat your last milestone level (try 11k too).
2. Has anything changed in your circumstances - new phone, new Internet connection? Have you tried another device? What about the browser version, assuming your game is linked to your Facebook account? Have you reported the issue to Support? Maybe they are (not) aware.
My app is not connected to my FB account. The game is free standing on my computer and on my phone. I do not play it on the FB platform. Tried with different browsers, cleared cache, etc. (All good suggestions, BTW even if I'm not your "buddy") Nothing has changed as far as circumstances - same phone, same computer, same internet connection. I've reported this to support multiple times and they don't have a clue why I cannot spend more money with them, get my badges back, etc. but they keep telling me they're working on it. They also claim to have put 25 coins in my account but they are nowhere to be found. Oh Well.
So, no connection to the store on both your computer and your phone? Have you tried another Internet connection?

Why haven't you linked the game to your Facebook account?
You say you're not using Facebook to play, yet you talk about different browsers. What version are you using on your computer - the browser version through Facebook's website or the standalone Windows desktop version?
Anyone else around you has a connection issue?
Have you tried a VPN?
