Level 1
I think the All-Stars competition should be based on how a Candy Crush player deals with every level.
A lot of players are removed from the ranks because they don't play enough; maybe we should consider that everyone has their own work or job, so maybe they cannot play the whole time. Maybe we should base All-Star on the capability of the player since it is a competition among the greatest players in the Candy Crush saga.
