If you delete and reinstall the game, then Boosters can be lost and just saved Levels.The Gold Bars do sync across all platforms in all games, but the Boosters do not sync between devices.

Hi there Vicki. Boosters are stored directly on your device and are not linked to you player ID, so they don't transfer between devices. So usually if you start a new phone you will then have no boosters to start with.
I got a new phone recently and did this: I suggest you play also on your old device, on the same login of course and use up all the boosters to pass levels before closing down the old phone. If you close and open the app between levels then you can for a while play on both phones simultaneously until the boosters are used up. Maybe you can win an episode race with them and then the gold will be added to your account. If you win any boosters though make sure you press the claim button only on the new phone. Same with the daily spin etc, claim this on the new phone.
