Which device are you using?
Can you please describe the issue you are experiencing? Do you see an error message or a spinning wheel when you attempt to purchase something? If it is neither of this, can you show me a screenshot?

I couldn't say for sure @mahtab_s, but the Terms and Conditions of Candy Crush state that the game may not be used, accessed, or downloaded by people located or ordinarily resident in a country or region subject to comprehensive or near-comprehensive U.S. sanctions/embargo. Iran is subject to US sanctions.
I thought the VPN would have have helped in this respect though.
If you are using a Huawei device this will also prevent you from accessing the Store.
