My cell phone blew up and I lost everything in candy crush. I was on approximately level 1800.

Do you have a new device and were you able to download the game on that? If so, all you need to do is log in with the account details you have used before and you will see that the game progress and Gold Bars are back into the game.
But, the boosters you saved up won't transfer as those are stored on device's local memory and it is not possible to transfer that data.
