I just reached that level @MannyFae . This is my third attempt. I did have timed colour bomb booster, so that might have triggered something for me! As you can see here I have the wrap/stripe combo plus the blue stripe, which will leave me with just the one frosting on the bottom row.
And with two moves left I can hit it!
Thank you for your advice, it really did help me save myself the lollipop, as you can see I don't have many.
Constant dropping of licorice is so annoying that I had an itch to use a hammer every time I came close. Hammers are the best strategy here, I think. It's not worth it.
Great advice on how to play this level and on how to deal with constant liquorice drops generally. I'll just have to try out your method when I hit that level soon. (Instead of using UFO or hammers, like I normally would) Thanks!

That's a tricky level indeed.
It's a pain to deal with the licorice that drops and blocks the effect of a stripe or combo, and it's the most difficult part. There is a theory that every move you make that removes licorice will delay its further spawn. I found that it's not always the case on this level and sometimes it will still drop. However, removing licorice swirls constantly will definitely cause them to drop less often, so it's something you have to do.
So, the strategy is this:
Begin by making moves below the portal near the candy cane fence to cause first toffees and then licorice swirls to drop on the main board.
To get the frosting, try to make as many horizontal stripes as possible, but stripes alone won't be enough. You will likely need 2-3 wrapped+striped combos or, better yet, a color bomb+stripe combo, and those are not easy to come by on this board.
When you've set up a combo, remove at least one licorice swirl before setting it off. This will hopefully prevent licorice from dropping and getting in the way.
Below is a rundown of how I passed.
I started by making moves underneath the portal on the left, and got a color bomb dropped for me after two moves. Could it be a lucky board?
Better yet, I managed to set up a CB+stripe combo.
Setting it off had a good effect on the board, with two licorice locks broken and one frosting removed.
Next I was lucky to create a striped+wrapped combo.
Since I didn't remove any licorice on my last move, I was expecting it to drop and get in the way. I decided to delay setting the combo off and make a simple match instead.
A lot of licorice has indeed dropped and filled the leftmost column, and some of it was removed by cascades. Now it's time to set off the combo.
The effect is again very good, and two stripes have been dropped for me to use. My stripes are now in a good position, and I am trying to remove some licorice swirls before setting them off.
I matched blue candies to hit the licorice with a wrapped candy explosion, which resulted in one stripe firing and another sliding down.
Licorice has filled the board again, but fortunately, it does not block the remaining frosting.
I matched the orange candies trying to set up a stripe+stripe combo to hit the frosting, and then another horizontal stripe dropped and exploded, and I won quite unexpectedly.
I had to try 18 or 19 times to win. I thought it would be more than that, to be honest. Good news is that it's doable. The bad news is that it could take a while. Several times, I was only left with one or two frostings remaining. If you have a hammer or two and come this close, it's best to use it and move on.

Hello @Deal_One I quit my game and started a new one since last helping you out and in fact right at the moment I am just a few levels behind you! So I can't check this one out but maybe @MannyFae might be able to help you with this one. the Johnny Crush video seems to suggest a lucky board might give you a double colour bomb to clear one layer, but that cannot be the only mechanism to pass this one!
