I can help a friend solve a level but how do I ask a friend from my list to help me? Currently playing level 9949, impossible!

The "Help a Friend" feature works only one way! When you play the level for your friends, they will receive some boosters to play their level. (Yes! You are not winning the level for them. Your friend still have to play that level on their own, with an extra help with the boosters you sent).
For your game, all I would suggest you is to keep playing the level without using any boosters (not wasting your stored lives)! If you are included in the feature, hopefully, after certain number of tries, the system will be triggered and ask your friends to play your level for you.
But, let me call in my Community Friends @christinewupp and @MannyFae and see if they can help with any tips for your level # 9949!

Is there a moderator on the forum anymore? This glitch just started today, the new levels that were just added are not syncing across my devices. All are up to date.
