This level cannot be won. There are keys that go along a track, there are only 20 moves given and you need at least 30 moves for all keys to move along the track to unlock blocks for dragons to make it home. It cannot be won

This level can only be won by making a double color bomb combo. The change was made three years ago and it has not been reversed despite numerous complaints, so I very much doubt this is a glitch. Thankfully, the game gives you opportunities to make color bombs or even drops them for you quite often on this level, so it's not overly hard to win if you focus on making a double color bomb combo from the beginning. They change the number of moves from time to time, but even in 20 moves, the level is winnable.
