The keys cannot be collected in the way it was originally intended because the level doesn't have enough moves for them to travel all the way to the other two. In 20 moves, this level can only be won by making a double color bomb combo. The moves on this level were reduced years ago and the change has not been reversed despite numerous complaints, so it is very likely intentional. Fortunately, the game provides you with chances to create color bombs or even creates them for you often at this level. If you concentrate on making a double color bomb combo from the start, winning won't be too difficult. I managed to win it today after ten or so attempts.
