I won the 20 minute train on 2 occasions, but neither time did I receive the extra minutes.

Hello @Debziedoo the Express Delivery has been changed for a lot of people and the twenty minutes unlimited lives has been removed.
People are so used to receiving the twenty minutes of lives that they haven't noticed the change to the feature.
Next time you see the Train check what it is actually delivering to you as you might find that your unlimited lives has been replaced with unlimited Candy Fish.
