This level requires you to clear all the blockers and move the frog four times. Boosters, the jelly fish and payment of gold for extra moves will help clear the blockers eventually, but to pass you also have to feed the frog and move it four times. Here some instruction on the frog:
This one is quite a good video of this level, though it does require buying extra moves and the level has been made more difficult to pass since. But it might give you some idea of what to do:
