Hello @edhilfer and a very warm welcome to our wonderful community. I play all the time on my mini iPad and it was just updated to IOS 14.0.1 and I have had no problems trying to make a purchase. Have you updated your iPad to this latest version? If not - hopefully by updating you won't have the problem any more. You also might want to make sure there is no problem with the payment method you are using with the Apple store.

From your statement as you mentioned that since you updated your ipad. So in my opinion as all your purchases are regulated by apple store i think you have to check this with apple support staff. I hope they will advise you better about this.

Slow internet, Game not connected, or some other reason, you may face such problems. You can check out some troubleshooting below.
Reset/Clear cache data from App Store - Check app update - Log out game - Restart Device - Open game and Log in.
@edhilfer Hi and welcome , I have not heard of this before, so will have to pass this on to the CM maybe something the game team needs to look into.
Try to check your device and game are up to date and log out and restart your device, then log back in and see if the same problem still exists
