Go to the game's Start Menu, then Settings - Help Center - My Game Progress - Contact us and send them an email. Don't forget to mention what level you were on!
It's important that you choose "Problems with my game" as your topic and "Game didn't save" as your subtopic.

You shouldn't take what you read literally. 😁
They fixed the milestone banner system last month. To get your banner updated, you gotta replay the last milestone level. Annoyingly, you gotta do it on each device you use but it works nevertheless.
So, just repeat level 13ooo on every device you have. It shouldn't revert back afterwards.
