Including yours, we have about 7 or 8 complaints about this level just today!! I have suggested all of them to send a complaint to King Player Support, and I would advice the same to you too!
You will be receiving an automated email as initial response which is an acknowledgement. You will have to wait up to 72 hours for an agent to contact you.
Please be aware that the level might not change until the game team comes back! But, the Player Support team can take your complaint and report to the Studio when they are back after the Holidays!

I have just played this level and I definitely had more than 50 layers of the frozen, enough to fulfll the order to break the box, with several spare. I think some of them must be a triple layer. However I have noted that other players seem to have a faulty version of this level, with only a double layer.

I would suggest you to contact King Player Support team and report about the issue. But, please be aware that the glitch might not be fixed right away as all the Kingsters are on Holidays break!!
