It is not possible to download the Ad video boosters.
King's computer system sends the Ads and other features to few groups of players at a time! Once their turn is over, the feature will be moved on to other groups of players.
As players, all we can do is to make sure that we are playing the latest version of the game; using the mobile device that has latest software; our mobile device has at least 2 GB free memory; and we are active in the game. All these will increase chances to receive the Ads.

Is there a moderator on the forum anymore? This glitch just started today, the new levels that were just added are not syncing across my devices. All are up to date.
