How do I ask a friend to attempt a level I'm stuck on

I am stuck on legendary level for 2 weeks now and just cant get past it.
They never suggest I help you, even though you are on my list and haven't passed a level for a week. Any idea why that might be?

Phantastica has been 'stuck' on level 46 ever since they joined this forum asking about lives
When I received the Help request this got me to thinking whether or not people that we are asked to help are actually stuck or just not playing the game any longer. I did ask but haven't received a response.
In my case I have not played any new levels in awhile, so if you receive a Help request that will be interesting as I am not stuck. To be honest I don't know if I will continue to play. Candy Crush no longer supports Android 5 and that is the platform of my main device.
Thanks for clarifying and that is great for you and for phantastica! I could only speak of my own experience and for me this event is completely useless as all I ever get as friends to help suggestions is players stuck on a legendary level above 15,000. If they are stuck then there is no chance in a million I could pass their level without boosters. I might follow your example and try to befriend some players in the lower regions and see if the game offers me to help them. They never suggest I help you, even though you are on my list and haven't passed a level for a week. Any idea why that might be?
And King only ever choose those stuck on really hard levels for us to help out.

I completed level 46 assisting @phantastica on my first attempt.
It's not possible I'm afraid. The Help A Friend feature is useless. If you do pass a level of a player all they get is some boosters on their board, so it may not help them pass even if you spent boosters to pass their level. If we help others we get nothing for it. And King only ever choose those stuck on really hard levels for us to help out. I think this event belongs in the rubbish bin/trash can.
