I changed my phone when I use my candy crush acc in my new phone only got my goden bar back but lost all my lives and candy treats. How to fix this?

That is because only the level progress and the Gold Bars are saved to the game servers - which makes it possible for us to play the game on multiple devices.
Whereas, the boosters and the lives received from our friends are stored to the local memory of our device - which is not possible to transfer! That is the reason these did not appear in your new phone.
But, if you still have your old phone handy, continue playing the game on your old phone and use up all those boosters, while collecting new boosters on your new device.

The Gold Bars do sync across all platforms in all games, but the Boosters do not sync between devices.
Please email Player Support from the game's Settings and Help Center so they can check up what happened in your game.

Please don't be upset if the Player Support team do not reimburse your lost boosters! Because, the rule is "only purchased boosters" will be reimbursed! And, they might want to check the receipts! So, if all your lost boosters are freely earned ones from Booster wheel and other features, you will not get those back!
